What constitutes a legal document

Hi,
Ill make this as quick as possible.Back in 2004 i done a short filmmaking course and paid a certain amount of money.(dont like saying how much)When i was close to not finding the money i was told i would lose my 30%deposit because they would not be able to fit me into the june course which i requested becuase they said it was full(which i later found out was not true).I requested the june course because from febuary to june that would have given me ample time to find the money.When finishing the course i later found out some people were given $600 refunds(i understand at managments discretion)But i was told i was not entitled to one becuase i signed a legal binding contract.I thought to myself how can this be since we all signed the same piece of paper.

I am attaching the pdf in the hope if people can outline what part of this enrolment can calssify itself as a legal document.
