personal foul, leverage?

i was watching the packers and vikings game, waiting for my raiders to come on, and one of the officials called personal foul, leverage, and i have no idea what this foul is, i googled it, nothing, and I'm hoping someone here can tell me because i have been watching football for over ten years, someone must know, thank you for any information you might have

Basically it is called when the defense is attempting to block a kick and they use "leverage" from a teammate to attempt the block. Specifically called when a defender tries to jump off of his teammate. The same call was made against the Bucs in 2003 that cost them the game.
