4. Use the same law enforcement officers to wage a war on drug importers/dealers to incarcerate anyone caught with said drugs so that the government can make a profit from that jailing of these people (and also get the drugs back for re-sale)

from the article, it seems as if the police were just really bad at looking for the drugs in the first place. It isn't saying that the cops were the ones that installed the hydroulics. I would bet that the other car that was sold at auction had the same deal with it. I wouldn't want the drugs, but a pile of money wouldn't be a bad thing.

Sorry to burst your bubble....but I think that there is not anything necessarily nefarious going on....
